I've been having this exact same problem, no matter what version of Xcode I've tried to open, up to 10.1 which is the newest version that will work with 10.13.6. I've tried changing security prefs to 'Anywhere,' multiple downloads, command line, moving the .xip file to several locations and nothing at all works. If I had more hair I'd be tearing it out.Does ANYONE know what to try?
